Outlook Express the default handler for Mail

I can not make my Outlook express my default E-mail.
If I open my internet explorer 6.0, then go to tools, then
internet options.(I have download the latest updates)
I press the arrow down to display E-mail, all I have is a
blank box, nothing to select.
The other boxes work fine, and I do have Outlook express
loaded and working. Without this set , when i press a
hyperlink to someones email I get a error message, the
mail program was unable to send mail.
What can I do to get this working right ?

Hi Ed,

Click [Start] [Run] type [msimn /reg]
Now, open "Internet Options" and select OE as the default email client.
