Outlook Express Small Start Screen

All problems should be this insignificant, but it is irritating: Whenever I open Outlook Express the screen is (1) small and (2) visible only at the lower-center part of the screen. I can always fill the screen by expanding, using the Maximize tab at the top, but I'd like the opening screen to be big to start. Any ideas?

Maximize the screen the hold the shift key and close the
Outlook Express. It should open fully maximized. Cheers.

Do not use the maximize button. Grab the corners of the window and drag it
to full screen size. Close the program and when you open it, Windows will
remember the last screen size used.

Start>Programs>right-click on Outlook Express (or
Mail)>Properties>Run>Maximized.

By default, an OE message window will never open Maximized but you can
resize the smaller screen and have its size remembered:
