I have multiple mail accounts on Outlook Express 6. I would like t
manually set the order by which OE checks (Send & Receive) th
accounts, i.e. make OE start checking certain accounts before othe
accounts.

There is a "Set Order" button in the Tools -> Accounts -> Mail , but i
is always disabled. I tried to remove the accounts and re-install i
order to establish a certain order, but even this did not work. O
seems to set the order of the accounts in a random way!

Any clues

In mine, "Set Order" only works for Directory Services.

The order of mail accounts seems to be alphabetical. You can change the
order by changing the names of the accounts (which doesn't affect anything
anyone else sees). If you want "Mary" to be before "John", change it to
"aMary", etc.

By trial & error, I have found a way to change the send/receive order in outlook express. I have managed to set it up so that it checks hotmail last.

Go to Tools > Accounts > click on an account > properties.

In the top box, type the actual email address for that account. (outlook express appears to recognize the @ in the address, even though this is only for your own purposes & doesn't effect what gets sent).

Now comes the trial & error...to change the order, try putting "a", "b", "c" etc before each account name. The send/receive doesn't appear to follow alphabetical order and the length of the name appears to make a difference. Try a few different names & see how you go.
