Outlook express scroll bar?

Hi,

I have a problem and I don't know if this will make sense sorry.
Ok, my problem is scroll bar
You know the scroll bar on the right side one?
Yea well my outlook xpress's 2003 scroll bar is not working properly -.-"
What I mean not working properly is when I click on the scoll bar thing and
move down with my mouse the inbox won't go down with it.
Making sense so far? (Sorry for the bad spelling if I made some)

How can I fix this problem? I have had this problem before but I forgot how
I fixed it :S

Sorry what I meant was my Microsoft Outlook 2003's scroll bar isn't working
properly.

I was just using outlook express just as a example.
