outlook express prob

hi,anytime i try and open up outlook express i get the message..Outlook
Express could not be started because MSOE.DLL could not be
initialized.Outlook Express may ot be installed correctly. Is there an Easy
way to sort this problem as i am a begginer and don't want to start messing
about with the registry because i haven't a clue basically.Any help would be
much appriciated
