outlook express

hi i had to recently reinstall xp but have noticed that
outlook express wont load,i get the message..outlook
express could not be started because msoe.dll could not
be initialized.outlook express may not be installed
correctly. i have absouloutley no clue what i am suppost
to do,as i am just learning,any help would be appriciated
