Outlook Express-Picture Files turn to Text

As of a month ago, for no reason I am aware of, when I
send a picture (jpeg) as an attachment with my email to
someone, the person on the other end receives it in TEXT -
and not only once, but sometimes 18 times! Can someone
tell me why this is happening and what I can do to
correct it? Thank you so much!

Try sending a jpg to yourself. If you get it as a picture the problem is
with the person you sent it to.
