Outlook Express outgoing/incoming email won't open

1 computer starts.
2 computer is running
3 click on Outlook Express tab by using Start menu.
4 Outlook Express opens.
5 sending and recieving happens.
6 click on inbox.
7 inbox with preview pane located below inbox opens.
8 double click a message in the inbox.
9 caution box opens.
10 Caution message reads: The Address Book failed to
load. Outlook Express is incorrectly configured, please
re-install.
11 same message appears when I click on Create Mail.
