Outlook Express not available in IE6

After reinstalling MS Office97 following a hard drive
upgrade, Outlook Express is no longer available as an
email option in IE6 internet program setup options.

When I go into Outlook Express setup and check the "make
this the default messenging program" box, it accepts it,
but then always reverts back to "this application is not
the default mail handler."

I prefer to use Outlook Express. Any suggestions?
