outlook express: Making it interactive

A message sent me by e-mail, sent by a phone company, had a survey in it. The
survey was in html and had interactive brackets attached to the survey.
The survey asked questions, and asked the customer to put an x in the
bracket. To do this you only needed to push reply and enter the x and if you
wanted, put your own commets alongside the questions as well. They had a
comments section.

My question is, how can one make an e-mail, in outlook express, interactive
like this? can anyone help? thank you.

I'm curently using Microsoft word 2000, Outlook Express
