outlook express is dropping attachments

Hi,

I have an issue where one user, using Outlook 2000 SP3, is
sending attachments to another user, who is using Outlook
Express. Can anyone tell me why the Outlook Express user
may or may not receive the attachments? It's been a hit
or miss scenio. I have already verified in Outlook
Express that the "Do not allow attachment that may be
potentially viruses" box is not checked. I have also
checked our email server, which tells me that the
attachments/email was sent.

something related to the outlook express end.
