Message rules do not work with Hotmail, you'll have to do it
manually. Just select the messages you want to move, right
click and select move to folder...
You can create as many folders as you want in the Local
Folders group.

HOW TO Configure Hotmail in OE
http://support.microsoft.com/?kbid=220852

Once established, OE will download messages from all Hotmail folders. OE's
dedicated Hotmail folders only mirror what's on the Hotmail server. Delete
them from OE/Hotmail Inbox and they will be deleted from your online inbox
(and vice versa). To archive messages and remove them from the Hotmail
server, move or copy them to Local folders created for this purpose.

Known Issues (Hotmail-in-OE)
http://support.microsoft.com/?kbid=222984

General Caveats:

Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

Disable Background Compacting and frequently perform a manual compact of all
OE folders while "working offline". More at
http://insideoe.tomsterdam.com/files/maintain.htm.

Your anti-virus application's email scanning feature can also cause such
corruption. Disable it. It provides no additional protection.
