I want to save my folders so that I can uninstall Windows and then

You will need the folder containing the OE files to be saved in a
partition other than where you install the OS. Then when you do a fresh
install of the OS, the data files are safe in the other partition. The
other partition can be on the same or different hard disk.
In OE, go to Tools -> Options -> Maintenance -> Store Folder. Then
change the destination path to a new folder. I don't remember if you
are asked if you want to move the existing folder to the new location;
if not, just move the files yourself from the original path. I would
recommend changing the permissions on the new folder to be the same as
for your %userprofile% (under which OE originally had its save folder);
i.e., set permissions so you have full permissions and do NOT add the
Everyone group - unless, of course, you really do want to share your
mails across all accounts that ever exist on that host.
