Outlook Express - error PLEASE HELP!!

I just bought Windows XP and a new PC, and I have 2 user
accounts on the welcome screen. One for me and one for my
significant other. When she logs in, she can open Outlook
Express and do her e-mail and whatnot.
When I log in, i get the following error message ALL THE
TIME!
"Outlook Express could not be started.The application was
unable to open the Outlook Express message store.Your
computer may be out of memory or your disk full.
(0X800C013B)"
I know i'm not out of memory I got 1GB of it. And my hard
disk is not full as I just got my computer. After I click
OK on the above message I get this message :
"Outlook Express could not be started because MSOE.DLL
could not be initialized."

HOW DO I FIX THIS???

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After searching google.groups.com and finding no answer, bRIAN c asked:
