OE Error Message

Hi! I seem to be having trouble opening my OE. The error messages are as
follows

Outlook Express could not be started. The application was unable to open
Outlook Express Message store. Your computer may be out of memory or your
disk is full. Contact Microsoft Support for further assistance. (0x80040154,
183)

I then click OK button and get the following message:

Outlook express could not be started because MSOE.DLL could not be
initialized. Outlook express may not be installed correctly.

So, I guess the question is how do I properly install outlook express.

It seems one of your Outlook Express files (inbox. dbx, outbox.dbx et
cetera) is write-protected. Search for *.dbx files on your computer and
ensure that no is write-protected.
If this does not help try to solve the problem by deleting the file
"folders.dbx". Outlook will it recreate at startup.
