Outlook express error messages

I've been getting the following error message within Outlook Express:
Server: outgoing.verison.net could not be found.
Acct.:joelpeppy_verizon_mail Server: (same) Protocol SMTP, Port 25,Secure
(SSL) No, Socket Error: 11004 Error #0x800CCC0D. Can't send e-mails
using Outlook Express. Need help soonest, Thanks Joel

You don't mention the version of Windows you are using, but, you can try the

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:
