Outlook Express email

I haven't been in my Outlook Express email in some time. Is it possible to
cancel (delete) all incomming (receiving) mail. Note: not mail that's in my
inbox already.

not without downloading it first ...contact your ISP , and ask if they can
purge your incoming mailbox on the server

Contact your ISP and ask them to clear your Inbox or, if you have web access
to your email, go there and clear it out yourself. Then you won't need to
download the messages with OE.

It is not necessary to download the messages.
Create a message rule, For all messages, Delete from server.
 
Go to the account's webmail page (e.g., http://netmail.verizon.net/) and delete everthing in your Inbox there.
