Outlook Express displays wrong characters

When receiving a message in a Hotmail POP account, the Romanian
diacritics are displayed as ??? in Outlook Express.
Do you know what is causing this and what ca be done so that the
special characters be displayed correctly?
The encoding is UTF8, so there shouldn't be any problem...

This newsgroup is for support of Outlook
97/98/2000/2002/2003/2007 from the Office suite of products. Outlook
Express is actually a separate program despite the similar name.

For help with your OE questions, try an OE newsgroup such as
microsoft.public.outlookexpress.general (for OE 6), or
