Outlook Express Attachment bar

In Outlook Express 6 when the e-mail window is not Maxamized the Attachment
bar is shrunk down so that you can not see the attachments to open them. All
I see is the slider bar, until I Maxamize the e-mail. How do I adjust the
bar so that I do not have to have my e-mail Maxamized and still see the
attachments?
