When I send attachments in e-mails from Outlook, recipients cannot see
attachments. When I log into my e-mail account on my ISP's website and send
e-mail with same attachments, receipients can see and open attachments.

Verify that you are composing your message in HTML or Plain Text instead of
RTF.
