Outlook Express 6 will not close

I have two new dells. both running xp home. both running norton antivirus, both dsl and earthlink spam blocker installed. One machine runs outlook express 6 no problem. the other opens outlook express no problem. Then close the program, the open window goes away, no error messages, in fact no error messages at all. However, msimn.exe does not close. consequently the user cannot open OE6 until he goes in to task manager and ends the process msimn.exe. then he can reopen OE6. I have tried closing all antivirus and spam blockers, added a new identity, deleted the address book and reinstalled, checked the registry for the key "changing" it didn't exist prior to my adding a new identity. removed the new identity and nothing changed. I also have checked multiple forums and with the exception of a mention of a mcafee problem with win98 and the process not closing there seems to be no other mention of this problem. Has anyone seen this before? If so, was there a solution? Thanks
