Outlook Express 6 getting double messages

I've been looking into this for sometime and was told by several
people it was a server problem. I tried to find the answer on the
Microsoft help site but when I did a search there Microsoft's answer
was how to configure outlook to dial my ISP which obviously not the
answer I wanted. So is it outlook or is it Microsoft and if it is MSN
how is one supposed to submit a report, Microsoft is clearly not set
up to answer questions and the help line is in the Philippines and
while their English is good they make no sense.
 
At least 90% of the time this is caused by a virus scanning program.
Sometimes on the senders end
and occasionally but more rarely on the receivers end.
