Outlook Expres and a Pop 3 problem

My brother has OE and uses XP with Norton System Works 2006. He can
get online but not open OE. The error details read something like
this:

Out;ook Express errors occurred...

The connection to server has failed...

Acc: mail.btinternet.com

Protocol POP3 Port 110 Secure SSL no socket, error 10061

Error Number 08000CCCOE.

I am presuming that he needs to reconfigure his firewall after an
upgrade or something.But I have no idea where to start.

Looks like brother should un-tick any SSL option that may be ticked.
