Outlook.exe Process Continues to run after exiting Outlook 2003

After we upgrade our computers from Office XP to Office 2003 SP1, on couple
of the computers, the Outlook.exe process will continue to run after exiting
Outlook. We must end outlook.exe process in task manager before we can
reopen up Outlook again. Does anyone know of a patch or fix for this
problem? I tried repair, uninstall/reinstall, as well as try to isolate
any conflicting program that might be casing this issue. Both computers are
Dell, running Windows XP Pro.

Do these boxes run 3rd party applications like ActiveSync, WinFax, .etc that
use, sync, or protect Outlook data?
