Outlook & Exchange: Outlook doesn't leave messages on server

I've run into an interesting problem that I'm pretty sure should never happen.

We have Exchange 2003 SP1 running on Server 2003 SP1

One of our users is having issues with his email:
When he receives an e-mail, he can see it on his OWA.
When he opens Outlook 2003 and connects to his Exchange account (not using
POP3/IMAP), Outlook downloads any new e-mail and then that mail is removed
from Exchange -- he can't see it anymore on OWA.

So, currently, all his mail resides only on Outlook, but is not kept on
Exchange.

This does not occur with any other user.

My first instinct was to back his PST up, delete his account on the server
and re-create it, but could this be a problem with Outlook 2003?

Tools, e-mail accounts, view or change existing email accounts (next)....
In the "deliver new email to the following location", change it to the
mailbox. Close & reopen Outlook.

Then you need to select/copy the stuff from the PST file to the mailbox in
Outlook.

Then I suggest you close the PST file and don't use it in Outlook at all - I
would recommend not using them for any purpose, even autoarchive, if you can
avoid it. If the data is important enough to keep, it's important to keep
it on the Exchange server.

I'd also disable autoarchive in Outlook so you don't end up with PST files
at all....
