Outlook error - could not install the custom actions...

I am trying to figure out what on earth is continually causing this error
message:

"Could not install the custom actions. The object could not be found".

I realize the temporay fix is to go in and delete the FRMCACHE.dat file.
But, I want to find out why this file keeps corrupting. I can find nothing
on how to permanently fix this. It is happening to me and another user,
running Outlook 2007. This error has also happened to my Outlook 2003 users
at times. I had a user that this happened to her every single day. I ended
up doing a complete uninstall and reinstall and so far it has not come back,
but I'm thinking it's just a matter of time. I had this issue 2 days ago,
deleted the FRMCACHE.DAT file, and now the error is back again, and I'm
stumped.

Anyone have any ideas on how to permanently fix this?

One way to fix this

Not sure how Outlook gets into this state, but I have found a simply way to fix it: Run Outlook in safe mode, verify the problem doesn't still occur, exit and then run Outlook normally. The problem should be gone.

Start >> Run >> Outlook.exe /safe
