OUTLOOK Encrypted PST

I just switched computers and cannot open my backed up "encrypted" Outlook
PST file. I can see it but can't open it or change it to non-encrypted. I
need to get to all my saved emails. The file does show a "user name &
certificate number" when I right click it.

How can I get to my backed up data?

How did you encrypt it?

What makes you think that your PST file is "encrypted"?

Make sure that the backup file does not have the read-only attribute
set, then just open it with Outlook (File | Open | Outlook data file).
