Outlook email "relay denied"

Outlook email 50% "relaying denied"
Using POP3 server.
Tried changing STPM settings in email accounts, tried making outlook sign on
to server before sending, but 50 % of email still "relay denied", others go
through.
Suggestions?

Contact your ISP to ensure that you have the correct SMTP server settings.
This isn't really an Outlook issue per se.
