Outlook E. emails arrive, but they won't open

I utilize my email from an ISP. As of yesterday evening, July 20, I was suddenly unable to access my email through Outlook Express, for no apparent reason, and that problem continues. Specifically, I am able to send and receive email through Outlook Express, however, I am unable to open, view, or read the actual content of the emails. Rather, I simply get the arrow (pointer) and the hourglass (Microsoft's "wait" icon). However, when I access my account through webmail (which I hate), I AM able to access my emails. Thus, the problem must rest with either my computer, a peripheral, or more likely, Outlook Express. I am utilizing the most recent version and have downloaded the update/patch, but to no avail. Are you able to provide some insight? I would very much like to bring a quick solution to the problem, as I've already spent hours attempting to self diagnose. I do not believe that it is a virus, as virus scan has turned up nothing. Thank you kindly for your time, attention and expertise.

PS: I have spoken with my ISP, on two different occasions, and both representatives have confirmed that I am connecting with the network (receiving and sending messages). I remain baffled, and have done all I know to do, save for uninstalling and reinstalling Outlook Express. I don't want to run the risk of losing some 800 emails in my INBOX, thus I am open to any suggestions.
 
If you can see the message headers, and have a frozen hourglass in
the message text area, then do this:

Go to: Start>Run>Type in: regsvr32 inetcomm.dll - Press: OK. {Note
the space after 32}.

If the problem re-occurs, do the fix again and download and run
CWShredder.

Always check for CWShredder updates before running.

You can reinstall outlook wtih out losing your inbox messages, they are on your isp mailserver. As for saved mail save , save it on your hard drive before you reinstall.
 
Hi CB,

Can you read any of your old e-mails? If so, I would export them out. Reinstall Outlook. Import back in your e-mails.
