Outlook dosn't work

When I try to set up an e-mail account I get the following error message:

The operation failed due to a registry or installation problem. Restart
Outlook and try again. If the problem persists, please reinstall.

I have restarted Outlook and I have reinstalled Outlook, but I am still
getting this error message. Also, when I click on almsot any of the options
in the file menu nothing happens. Any suggestions?
 
OS version? Outlook version? Do you have AV installed and active scanning
mail? Do you have a firewall installed?
