Outlook Doesn't Prompt for Merge

Using Microsoft word to send as a review to recepient.
When I try to send a file to the recepient over the
network as a review, the recepient doesn't get the
option/prompt "Do you want to merge changes in....."
But instead it is sent as an attatchment forcing the
recepient open/save it on their computer. Basically the
file isn't sent as a link, but as an attatchment.
 
Please provide more detail, such as the versions of Outlook and Word for
both you and the recipient. and the
exact stpes that you're folloing to send the file.
