Outlook does not log off when click exit and logoff

Have two outlook profiles with different passwords. It is setup to exit and
logoff when close one profile. For no particular reason it no longer logs off
when close session. Can click on outlook and it immediatley opens without
asking for password. If reboot the computer and open one of the profiles it
will ask for the password, but then repeat the problem of not logging the
current profile off. To get to the other profile then have to reboot the
computer.
Have completely uninstalled and reinstalled Outlook and downloaded sp3 and
current security updates.
