Outlook-Disable Resend

I am using forms to disable reply, reply all, forwarding and reply to
a folder. Everything looks great except a user can go to action and
resend this message. I tried to add a new action to disable it but no
luck. We are only using Exchange 2003 with Outlook 2002 and 2003.
Any ideas?
