Outlook can receive but not send email

Problem started a month ago. Email worked fine before that. Now can receve
email (two diferent email accounts), but cnnot receive - error message says
server found but no response from server. Tried changing to new profile.
Tried deleting and reconfiguring email accounts. Tried reinstalling Outlook
(2003).

What type of e-mail accounts are these -- POP3, IMAP, HTTP? Have you
contacted your ISP to see if something might be wrong on their end, or if
they may have changed something that you need to change on your end?

POP3.
ISPs (Earthlink & Verizon) say no problem with them.

I'm having the same problem with my POP3, it is intermitent, sometimes it
works fine.

After doing some research I found that my software firewall was causing the
problem. Symantec now packages a worm intrusion with thier antivirus
software. It was turned on. After I disabled it the problems went away. I did
turn on the windows firewall and it does not seem to cause the same problem.
