Outlook Calendar Resource Scheduling

When I create a new calendar appointment, and try to add an attendee, he
always comes up as showing busy, even though his actuak calendar is empty.

Is there a way to tell Outlook not to show him as being busy, so he can be
added to meeting requests?
 
outlook uses the free/busy data his mailbox publishes. how far out is he
publishing?
 
His system is set for 2 months, however he still shows he is busy every day
well into next year.
 
Are you sure its showing busy and not just unavailable because its not
published? What does it look like? Gray hash marks is not published
 
It shows blue, indicating he is busy. No matter what day/time you select, it
always comes up blue.
