Outlook - Bold, Italics, Underline

DGappy

My bold, Italics, and underline are not always on when I
reply or forward an email. Some replies and forwards I
can use them and sometimes they are greyed out. How can I
change the settings in Outlook 2000 so that I can always
use Bold, Italics, and underline everytime I reply &
forward an email?
 
Format options aren't available when sending in Plain Text. Switch to HTML
to apply format.
