Outlook blocking access to other programes such as ACT

HI,

Deos anyone know how to disable the new security feature
in Outlook that stops other programes such as ACT from
using outlook to send e-mail?

Currently outlooks pops up a dialog box requiring user
input but our system sychronizes overnight and this new
feature stops that function.
