Outlook based Server Rules not fire unless Outlook is running?

I have a series (8) of rules added for an Outlook 2003 mailbox "A" that will
not fire unless I connect to the OUtlook mailbox. The rules are not listed
as "Client-only" and they just look for keywords in the subject and then move
to a subfolder of a Public Folder. The rules work fine when I login to the
Outlook mailbox "A", just don't fire from the server as expected.

I deleted/recreated the rules several times and can't get them to fire from
the server. I tried the Out of Office assistant and can get an auto-reply
message immediately from the server for mailbox "A". I do not have Cached
Exchange Mode enabled and "the Mailbox is running in Unicode mode against the
Microsoft Exchange Server".

I've surfed the Internet for possible causes, but found none. Any help or
hints would be appreciated.
 
Moves to public folders are always client-only rules, because of the security involved. See http://www.slipstick.com/rules/serverbased.htm

Instead, coordinate with the Exchange administrator to make sure all the folders are email-enabled, and replace the Move action with a Forward rule action.

Works fine for me, here - I just did a test. Have you tried disabling all
your rules and just setting up one as a test?

I guess this is a MS bug where it cannot tag a rule name as "..-client only"
and has the appearance of a server side rule.

I appreciate the help....
