Outlook Outlook 2007 Application_ItemSend and Application_NewMail() event not firing

HELP!!

Outlook 2007 Application_ItemSend and Application_NewMail() event not firing on Windows 10

I am not sure what i am missing but i already selected "Warnings for all macros" in the Tools, Trust Center, Macro Security settings, then i restarted Outlook several times already.

I also observed what while events are not firing, the Rules are firing okay, and they can even call scripts that are are part of the rules.

Can somebody give me some ideas? I am so frustrated :(
