Outlook Archiving- does it work correctly?

I have many users that need to archive to comply with Exchange limits we just
put in place. I have tested archiving and when I archive the folders I am
archiving doesn't remove the messages I want to archive. This is a major
problem due to we now have mailbox limits enforced and many of our users
can't archive. Has anyone else experienced this? Am I doing something wrong
in the archive process?

The archive engine looks at a few properties to determine if an item is
eligible for archival. These properties are sent date, received date, last
modified date, and the do not archive bit. If an item has a blank (null)
date, then outlook will treat the date as 1/1/4501 and never be eligible for
archiving.

The other thing to watch for is that the end user has to activate the
folders they want the engine to work with. For example, right click on the
Inbox and to the AutoArchive tab. As you can see, the default configuration
for this folder is to never archive items.
