Outlook Archive does not correctly use 'Archive items older than'

When archiving messages from Outlook folders (File -->Archive), a date box
exists with the label: 'Archive items older than'. This implicit use of this
date is that all messages from before this date will be archived to the .pst
file, however Outlook does not archive all messages before this date, but
rather an unscientifically measured ~6 weeks before. (i.e. I archived
messages 6/17/2005 and before, but only messages 4/29/2005 and before were
actually moved to the archived folder). Is this correct behavior or a bug?

Archive depends on modified date, not any other date
Simply moving a mail will alter the modified date.

Well, that's not exactly true in two regards. First, archiving may also use
the sent date and time or the received date and time. It will use whichever
of the three is the most recent. Second, moving a message to a folder in a
PST does not change its modification date, but moving it to an Exchange
folder does. My experimentation just now showed that moving a message from
Exchange to a PST and from a PST to Exchange did not alter the modification
date but that moving it from Exchange to Exchange did.
