Outlook and POP

Is there some way in Outlook 2003 to prevent it from downloading
emails for a POP account? I routinely help people move to a different
computer, which includes moving all their Outlook settings and data.
Every time I do this, Outlook thinks every email on their POP server
and downloads it, even though I have moved over their Outlook.pst
file. As a result, they get a duplicate email for every email they
have, which can be a real pain if they have 5 or 10 thousand emails.

Move them on the server to some folder other than its Inbox and Outlook
won't be able to download them. They shouldn't be keeping all that data on
a POP server anyway.
