Outlook and IE links

when I hit an email link in Outlook express or hit links
other than microsoft in IE....a new screen comes up....the
world spins, BUT nothing comes up on screen and the
hourglass is on next to cursor.
I am a novice and this is a recent, but new problem....all
was working fine before.

Start/Run/[CMD for XP]. Type this command: REGSVR32 URLMON.DLL. Ok/Reboot.
Then go to: IE/Tools/Internet Options/Programs/Reset Web Settings.

Windows Explorer/Tools/Folder Options/File Types. Scroll down to
URL:HyperText Transfer Protocol/Advanced/Edit. Under Application used to
perform action it should read:
"C:\Program Files\Internet Explorer\iexplore.exe" -nohome

cOULD NOT GET URLMON.....GOT MESSAGE lOAD LIBRARY(D)
FAILED.....GET LAST ERROR RETURN OX000000485

ALSO COULD NOT FIND EXP\TOOLS\FOLDER OPTIONS.....
IDEAS???
