Outlook and a laptop

I need to make sure that Outlook that is running on my boss' laptop will only
download mail when he sybchronizes it. And he can then reply to e-mails and
they will not send until he synchronizes again. This should seem straight
forward and I only get to set it up. I do not get to check and see if it
works has be is extremely paranoid about his e-mail.
He will connect to the mail server either on the LAN or he will VPN into the
network when away. That part is all set up. I just need to make sure I get
everything else on Outlook configured.
 
It's impossible to provide any guidance without knowing at least your
Outlook version.
 
Its outlook 2000 but it seems basically similar to Outlook 95 and 97. I did
finally get it to work. I missed the part where you select Remote mail
transport. Otherwise it was trying to sync up every time it launched.
All seems to work now.
