Outlook acting quirky

I have 2 users now that continually have problems with their outlook. The
problem has the same characteristics on both machines. When they hit the
send button the button stays depressed and it just sits there and never ends
up sending the email.

A problem that also occurs when the users are unable to send their email,
the tab key doesn't work in the manor it's supposed too, it doesn't tab
between the To, CC, and subject field the way it's supposed too, it tabs over
like a normal tab in a document.

Does anyone know what causes these types of problems and how I can fix it?
Both users are on Outlook 2003 SP3.

I suggest posting in microsoft.public.outlook for the most expert help - you
might mention more detail about your setup (network, mail account type,
etc).
