Outlook 2007 won't send

I had been using outlook 2007 with no problmes on my new vista laptop for a
few months. But lastnight I started having some problems sending, and this
morning they got even worse.

When I click on send, the email moves to the outbox, and the send/receive
box appears, as normal. however the email never leaves the outbox. The
send/receive then shows send receive complete (with the email still in the
outbox) though I wasn't able to move it out of the outbox, cause I got an
error message saying that the email had started to send.

then the send receive box was coming up and flashing very quickly (and the
tasks completed was showing over 600 tasks to complete).

I have tried using two different email accounts and both have the same
problem, yet when I go into the email account set up, and test the settings,
both show that the settings are correct.

And to make this even more confusing, it would appear that the emails were
actually being sent (i.e. I got replies), even though they never actually
left my outbox. To get outlook to stop complaining, I had to cancel
send/receive multiple times until I could delete the email from the outbox.
