Guess you guys are correct about one thing,
found this in my searches,

....deleting WAB4/UseOutlook because we're using MAPI.
....writing UUID to HKCU.
....setting Primary Client to Outlook.

so that says Outlook does use MAPI,
which I assume means, Mail API
so yup;
guess it is a WinRar issue
