Outlook 2007 will not dial up?

I just recently lost my hard drive and had to replace it then reinstall
Office 2007.
I noticed that when I bring up Internet Explorer it will dial up to the
server but when I bring up Outlook 2007 and hit the Send/Receive button
Outlook will do nothing but if I am already on the internet I can hit the
button and Outlook will check for email.
What can I check or uncheck to get Outllook to dial up when I hit the
Send/Receive button?

Have you set the dialup properties here in the account: Tools menu > Account
Settings > Highlight an account > Click Change > Click More Settings >
Connection tab
