Outlook 2007, Vista, cached Exchange, missing messages

I continue to have a strange issue with my Outlook 2007 running on
Vista. Here is the behavior:

* Running Outlook 2007 on Vista Ultimate

* Outlook is configured in Cached Exchange mode connecting to Exchange
2003

* Certain messages that are in my inbox (verified via OWA) do not
display in my inbox in Outlook until I close and reopen Outlook

* I have found that the missing messages are in fact downloaded, just
not being displayed, because I can shut down Outlook, disconnect my
network connectivity, restart Outlook in a disconnected state, and
after a few seconds the missing, unread messages start popping up in
the inbox

* The missing messages are not just newest/latest, but appear to be
random messages from throughout the time since the last Outlook
restart

* I have deleted and recreated my profile and OST several times, and
the behavior continues

* I have installed no add-on software (spam, AV, etc) that should have
any impact on Outlook

* I can successfully access my mailbox in Outlook 2003 cached mode on
XP without this issue

This is a clean, fresh install of Vista Ultimate and clean, fresh
install of Office 2007. All patches are up to date. I have not
installed any software (spam, AV, etc) that would impact Outlook.

Has anyone seen this and/or have an explanation/solution?

Correction, the fourth bullet point is incorrect. I did further
testing and the messages do *not* download and are *not* displayed
when offline, at least not repeatibly.

I have similar issue, but different. Only new messages are missing. But If
I look at the folder list I can see that I have an (new) unread message(s) in
the inbox. I don't have to restart, I can just click on a different folder
and they are then listed in the inbox.

I'm not running Vista though I'm still on XP Pro. I have one of 3 computers
that are the same order and mine is the only one with the issue.

I am using Outlook 2007 / XP and have the same problem. I have just gotten
into the habit when I see there are new emails (by observing the bracketed
blue # beside the Inbox folder name) of right clicking on the word "Inbox"
and choosing "Open". Tada! The new emails appear in the Inbox list. It's a
nanosecond of pain, but not as much pain as searching for a solution!
