Outlook 2007 Trust Center Download Not Working

Hi:

In Outlook 2007 new install, if I have "Don't download pictures
automatically..." checked in Options/Trust Center/Automatic Download, I
still get pictures downloaded. I transferred the settings from an old
computer with Outlook 2007 using Outback 6 and it worked fine on the old
computer. Checking and unchecking and checking again does nothing. I have
some sites in the safe senders list but certainly not all the spam ones that
are being downloaded. Any suggestions how to get this to work. Thanks so
much, Kent

i can get it opeaning from start up but i would like it runnin in the
backgroun and not on the start bar like msn
